Any photo-editing/painting program that imports/reads PSD and or PNG files ie: Paint Shop Pro, Photoshop, etc.
Usage Tips:

Instructions:
Unzip the zipped archive file and extract snowflakes to a folder of your choice...Have fun creating new designs!
These images have been tested and used for design in PS CC, Photoshop CS2, and Paint Shop Pro X.
--Since you get both PNG and PSD files you should be able to use in just about any paint application.
